motion: update exception and flag operations for consistency
What bothers me here is that you removed precisely those things that had
me second, and vote for, the June proposals: provision for writers of
library functions, for functions that are to appear to operate like IEEE
primitives. It provided just enough information to clarify handling of
multiple conditions that one could proceed in a reasonably portable manner.
Even if "application" programmers are the primary audience for this, those
programmers will be unhappy when library writers are incapable of offering
well- and portably-defined useful functions.
