Motion: Add Glossary Term for "Supported Format"

Page 12, section 3.2, "Glossary of terms"
Add the following:

supported format:  A format provided in the programming environment and
implemented in conformance with the requirements of this standard.
Thus, a programming environment may provide more formats than it
supports, as only those implemented in accordance with the standard are
said to be supported.

Rationale

The term "supported" may easily be misinterpreted to mean the same thing
as "implemented."  This is particularly true when used to refer to
signed and unsigned integer formats.  A user may find an implementation
that conforms for some formats but also implements some functions, but
not all, for other formats.  The standard needs to make it clear that
such an implementation is not a violation of the standard.
