Dan, I'd like to make the following motion at the September 7 meeting.

Motion: move scaled-product operations to their own Annex.
Rationale: In the current draft, the scaled-product operations are in
Annex E (Alternate exception handling modes) -- because they replaced
alternate exception handling to provide counting mode to deal with
overflow. However, to the user or implementer of the standard, unaware
of the draft history, scaled-product operations are just operations.
Their placement at the end of an apparently unrelated Annex will seem
careless or perplexing.
Text change: Move E.4 to a new Annex entitled Scaled-product
operations.
