What is a 'number' really...?

        Folks,

Some time back, Mike raised the issue that the draft is wildly
inconsistent in its use of the word 'number' and all its
varients. He is quite correct and within the style review we
have been trying to come to an agreement about a consistent
        nomenclature.

        We do not yet agree.

Part of the problem is any proposed change affects the entire
document and to be thorough, we will have to check other words
as well. By my count, we have:

                grep -i number 754r.txt | wc
                100 3553 23273

                grep -i value 754r.txt | wc
                 86 3207 20558

                grep -i entity 754r.txt | wc
                  7 221 1475

                grep -i entities 754r.txt | wc
                 12 457 3128

                grep -i representation 754r.txt | wc
                 50 1874 12353

                grep -i format 754r.txt | wc
                319 8424 58966

Given the broad scope of the desired change and given that we
have been unable, even within the small group of the style
review, to come to any simple and obvious solution, I conclude
that any such change is substantive.

Therefore, a motion must be made.

If you choose to make one, please think carefully when you
        compose it.

        Good luck.

                                    Dan
