I buy the 1st part, but not the 2nd:  it's the representation of a NaN
that has a payload (i.e. the FPD); this can be encoded in three different
ways (one binary, two decimal).

So I guess we can leave 3.2.3 and 3.2.6 alone, but now 3.2.30 ("radix")
should mention that the radix also applies to NaN representations!

Btw, I just realised that when I printed draft 1.2.1 what came out was
draft 1.2, so my comment about thr running header was wrong, and I now
have to go back through the online version to see what I may have missed.

(The same thing happened to me when I was looking at the Aug 30 draft:
every time I printed it, I got a copy of the Aug 18 draft.  I have no
idea what's broken, but I ended up with half a dozen inappropriate
printouts, until I rebooted my (Windows) machine.  WHAT A MESS.)

So "radix" is in fact 3.2.32 now... I'll send possibly revised comments
after I have read the real thing.   Booo Windows, or whatever environment
on top of Windows it is that screwed up.
