Re: 754r features



One factor influencing my thinking on whether to recommend the current
draft to MSC is what will become of the result.     Are there volunteers
ready to commit,
with full support of their employers if necessary, 
to serving in these roles for potentially multiple review/ballot/response
cycles over several years: 

 chair (and parliamentarian)
 recording secretary (to take and publish minutes)
 editor (to maintain the draft)

We've seen that it's too much to combine these roles, and too awkward
to combine these roles with advocacy with respect to issues under debate.
For the latter reason I would not assume that the incumbents would be willing
to continue indefinitely.    I would expect that the organizations that
expect to gain the most from perfecting the draft would be the ones to
support their employees in undertaking the roles listed above.
