Well, that is about the biggest change possible. Seriously.
Given that non-normative is *not* normative, making it normative is little
different from adding a whole slew of previously unseen stuff to the
standard.
After it's gone from the open working group to the behind-closed-doors BRC.
In one sense that's worse than just adding a whole load of new stuff,
since it
is known that it did not have enough support on the working group for it
to be
normative (since the working group deliberately downgraded it).
