After it's gone from the open working group to the
^^^^^^^^^^^^^^^^^^^^
The IEEE process uses the BRC to resolve comments from experts
during the review process. The goal is to resolve technical
concerns raised by technical experts. I have often seen
(and continue to see) substantative changes during Sponsor
ballot, usually for the better.
The strategy is to give the WG relatively free reign to
develop in a quick manner (although 754 didn't), relying
of untarnished reviewers to polish and package.
