As per BRC 2007.11.06, I have edited the draft according to the
following comments from the xls -- please check the draft for these
edits.  (If there is nothing against the number, the change is as
suggested in the xls or as marked up on the draft during the
meeting.)

Duplicate comments/changes, or changes that were done in 1.5.1, are
not listed.  I have also deferred comment #39 until later because it
would change page numbers in half the document which will make our
life harder.  Deferred #89 because out of time, will be in next draft.
