basic formats



Binary16 and Decimal32 are interchange formats, but not basic formats.
This means that an implementation that only supports one or both of
these would not be conforming, as at least one basic format must be
supported.

The abandoned "storage" formats prohibited arithmetic, which at that
point would have been required to be carried out in wider basic formats.
In the final standard arithmetic on these narrow formats (if supported)
is optional; the only required operations are conversions to and from
the supported basic formats.
