One more mistake.  I was reviewing the Standards Board balloting rule 
and it says: "Even if IEEE-SA membership status changes during the 
balloting period or recirculation period, there shall be no change to 
the voting status of the balloter with respect to that ballot."

Thus, if you join the SA at the start of the ballot, you don't have to 
continue to pay the membership fee to stay in the pool.

Also, for US members, the SA membership fee is equivalent to the IEEE 
membership fee ($165) plus the addition for SA membership ($38).  The 
price for IEEE membership for individuals in other regions is less, see 
http://www.ieee.org/web/membership/Cost/dues.html for more information.
