IEEE 802.16 Session #39 Report

Session #39 Host and Venue
Session #39 of the IEEE 802.16 Working Group (WG) on Broadband Wireless Access took place on 12-15 September 2005 in Taipei. The session was supported by Member Hosts Arthur Wang and Stanley Wang and by institutional host ITRI and corporate co-host CyberTAN Technology. The attendance list includes 226 people.

The hosts, along with a number of other organizers and sponsors, arranged the 2005 Taipei Broadband Wireless Access Technology Summit, held on Monday morning to "promote the research and development of IEEE 802.16 technology in conjunction with the hosting of IEEE 802.16 standard meeting."

Maintenance Task Group Activities
The Working Group's Maintenance Task Group resolved comments received during Sponsor Ballot Recirculation Ballot of P802.16-2004/Cor1/D4. After the Task Group met on Monday afternoon to resolve a small number of comments, a new draft P802.16-2004/Cor1/D5 was prepared and immediately submitted for a recirculation later that evening, through 27 September. The Maintenance Task Group issued a closing report and minutes.
Update: The P802.16-2004/Cor1/D5 Sponsor Ballot Recirculation closed without comment on 27 September, with a result of 168 Approve and 2 Disapprove, for an approval ratio of 99%. The draft was immediately submitted to the IEEE-SA Standards Board's Review Committee (RevCom), which voted unanimously on 27 October to recommend final approval. This recommendation was forwarded to the IEEE-SA Standards Board, which gave final approval to the document on 8 November.

Task Group e (Mobile WirelessMAN®) Activities
Task Group e met briefly on Monday afternoon to resolve the small number of comments received in the IEEE-SA Sponsor Ballot recirculation of draft P802.16e/D10. A new draft P802.16e/D11 was immediately prepared and submitted for recirculation later that evening, through 27 September. Task Group e issued a closing report and minutes.
Update: New comments were received in the recirculation indicating editorial difficulties in merging P802.16e/D11 with P802.16-2004/Cor1/D5. Resolutions of these comments were developed, and a new draft a P802.16e/D12 was prepared. Recirculation of this draft opened on 17 October, through 1 November. This draft was submitted to the IEEE-SA Standards Board's Review Committee (RevCom) for consideration at its meeting of 6 December.
Update: The recirculation of P802.16e/D12 closed on 1 November, without comment. The voting result was 138 Approve and 2 Disapprove, for an approval ratio of 99%. Consideration of this draft is on the agenda of the 6 December meeting of IEEE-SA Standards Board's Review Committee (RevCom).

Network Management Task Group: P802.16f Approved; new MIB Project Planned
P802.16f/D6 (the Management Information Base [MIB] for fixed operation) was approved as an amendment to IEEE Standard 802.16-2004 by the IEEE-SA Standards Board on 22 September 2005. The draft had been submitted for approval on 12 August and successfully completed final recirculation on 26 August. Following professional editorial work, publication of IEEE Std 802.16f is expected in late November.

Separately, the Task Group prepared a project authorization request (PAR) to initiate a mobile management information base, essentially extending the 802.16f work in support of 802.16e. The draft PAR was submitted for consideration at the November IEEE 802 Plenary.

Network Management Task Group Activities: P802.16g Progress
IEEE 802.16's Network Management (NetMan) Task Group addressed responses to a Call for Comments regarding the P802.16g Baseline Document. The Task Group issued a closing report and minutes. A detailed 802.16g project development schedule is now available.
Update: A new P802.16g Baseline Document was released for a further Call for Comments, with a deadline of 8 November.

Licensed-Exempt Task Group
The Working Group's Licensed-Exempt Task Group met to continued to develop material for the P802.16h draft. The group reviewed several contributions, leading to decisions to updated Task Group's working document A closing report and minutes were issued.
Update: A revised working document and a Call for Contributions, with a deadline of 8 November, were released.

Conformance Task Group Activities
The Conformance Task Group, addressing the P802.16/Conformance04 project on PICS Proforma for frequencies below 11 GHz, met to resolve comments received during Working Group Letter Ballot Recirculation #18b, in which the draft P802.16/Conformance04/D3 was under review.
Update: P802.16/Conformance04/D4 was released and is subject Working Group Letter Ballot Recirculation #18c, through 8 November.

Mobile Multihop Relay Study Group
The Working Group's new Mobile Multihop Relay Study Group met and reviewed 16 responses to its Call for Contributions.

The "802.16 News" mailing list ("stds-802-16-news") has the sole purpose of distributing major announcements related to the Working Group. Those interested in following the progress of the group but not in the day-to-day details may wish to subscribe. Only the Working Group Chair is eligible to post to the list, and mailings will be rare: once after each bimonthly session and additionally for major news, such as the approval of a new standard. Those subscribing to the stds-802-16 mailing list, for active Working Group participants, need not subscribe to stds-802-16-news since the postings will be redundant.
