I just tried to book online for M-T night and had issues as well, as the website told me no rooms meeting my description available. I called up and was able to get rooms at the IEEE rate.

The meeting rate for Wend is sold out, the hotel still has room at higher rate.
You may want to consider increasing the block room rate.
