[8023-10GEPON] [FEC] FEC Framing next steps

Hello All,

Good seeing everyone in Monterey.

The main task of the FEC Framing Adhoc currently is to continue the process begun in Monterey ie. to generate a consensus proposal on FEC Framing and Synchronization for the March meeting.  In the event that we can't reach a comprehensive agreement, the adhoc proposal will include the consensus elements only.  Note that in any case the Task Force will review and consider the adhoc output before approval. 

To this end, the following types of contributions are invited:

    - harmonized schemes
    - analysis (especially comparative analysis) of currently proposed schemes 

Of course, it is still possible to offer a revised proposal or a totally new proposal.

The following are suggested dates for telecons ( 1500 PST / 2300 GMT / 0800 JST) and (non-exclusive) focus topics:

  Feb 5/6  -> Framework and Burst Mode Locking

  Feb 19/20 ->  Downstream Locking (including format of data in FEC CW) + anything else
