I don't think so.
A 100% increase is defined as doubling something.

E.g. If you increase the price of something (the context in which percentage increase is usually used) by 10% it goes from $1.00 to $1.10. If you increase the price of something 100% it goes from $1.00 to $2.00

Ergo, a 100% increase to 10 Mb/s would be 20 Mb/s
and thus, a 200% increase to 10 Mb/s would be 40 Mb/s
and thus, a 300% increase to 10 Mb/s would be 80 Mb/s
and thus, a 400% increase to 10 Mb/s would be 160 Mb/s
and thus, a 500% increase to 10 Mb/s would be 320 Mb/s
and thus, a 600% increase to 10 Mb/s would be 640 Mb/s
and thus, a 700% increase to 10 Mb/s would be 1.280 Gb/s
and thus, a 800% increase to 10 Mb/s would be 2.560 Gb/s
and thus, a 900% increase to 10 Mb/s would be 5.120 Gb/s
and thus, a 1000% increase to 10 Mb/s would be 10.240 Gb/s

10GEPON leads to (approx) 10x bandwidth improvement compared to 1G EPON
