Please, note that all comments should be submitted against the marked-up version of the draft. The plain version is provided for your reference. Also please keep in mind that the scope of the ballot is the unsatisfied negative comments from the initial ballot and changes made to create IEEE P802.3av/D2.1 from IEEE P802.3av/D2.0.

This ballot closes in 15 days, on October 22, 2008.

Dear Colleagues:

This is the announcement of the electronic IEEE 802.3 Working Group
recirculation ballot on IEEE P802.3av/D2.1, 10Gb/s Ethernet Passive
Optical
Networks. Instructions for accessing the draft, casting your ballot and
submitting comments follow this announcement.

The ballot group for this draft is the IEEE 802.3 voting membership as of
July 21st 2008. Because this is a recirculation ballot, YOU ONLY NEED TO
CAST A BALLOT IF YOU WISH TO CHANGE YOUR VOTE FROM THAT WHICH WAS RECORDED
ON THE INITIAL BALLOT. If you voted in a previous ballot and your vote has
not changed, the last ballot cast will be carried over to this ballot and
you do not need to cast a new ballot. Remember that working group ballot
participation is a requirement to maintain your IEEE 802.3 member (voter)
status.

IEEE P802.3av is an amendment to IEEE Std 802.3. The IEEE P802.3 (IEEE
802.3ay) revision was approved at the September IEEE-SA Standards Board
meeting. IEEE P802.3 contains IEEE Std 802.3-2005, its four amendments,
two corrigendum, maintenance changes as well as changes accepted during
ballot. It will be published as IEEE Std 802.3-2008. Since publication is
some way off, changes to the base document found in IEEE P802.3av are
written against IEEE P802.3 draft D2.2 and IEEE P802.3av will be compared
by the editor and reconciled against IEEE Std 802.3-2008 when it is
available.

As two IEEE 802.3 Working Group ballots might be running in parallel, this
IEEE P802.3av initial ballot and the IEEE P802.3at 1st recirculation,
proper subject lines on ballots and comments are essential for your ballot
and comments to be accepted.

The Project Authorization Request for this amendment is posted at -[

TITLE:
Draft Standard for Information Technology - Telecommunications and
Information Exchange Between Systems - Local and Metropolitan Area
Networks - Specific Requirements Part 3: Carrier Sense Multiple Access
with Collision Detection (CSMA/CD) Access Method and Physical Layer
Specifications. Amendment: Physical Layer Specifications and Management
Parameters for 10Gb/s Passive Optical Networks

SCOPE:
The scope of this project is to amend IEEE Std 802.3 to add physical layer
specifications and management parameters for symmetric and/or asymmetric
operation at 10 Gb/s on point-to-multipoint passive optical networks.

PURPOSE:
The purpose of this document is to significantly increase performance of
point-to-multipoint architecture (Ethernet Passive Optical Network) to
support emerging bandwidth-intensive services while considering equipment,
operation, upgrade, and maintenance costs.

NEED FOR THE PROJECT:
The project is applicable to subscriber access, back-haul, and
multi-dwelling unit environments. The project is needed to enable
telecommunications operators and multiple system operators to provide
advanced bandwidth-intensive services, such as high definition television,
while: reducing footprint and power consumption of central office
equipment; minimizing service upgrade cost; and minimizing fiber
deployment costs.
