[10GMMF] Presentation on TP3 issues

I have attached some material on the TP3 status and suggestions for how we might prepare for the best progress to D1.0 at the November meeting.

In particular, I think we can make some attackon the dynamic penalty test, changing it to a dynamic adaptation test, which will settle out some important link budget numbers.

Comments on making sure we are in agreement on other its follow.

May be a bit incoherent at the end as I ran out of time and energy, but I think there is value to review tomorrow.

(I imagine some items probably covered in Mike's presentation)
