That's part of it. 48.2.5.4 is written to be more general and also
includes the following link status conditions: 

- RF message received
- LF message received
- Link fault condition detected

When a fault condition is detected, the proper fault condition is
reported. Generation of the LF Sequence ordered set may not be the
appropriate response for all link fault conditions.
