Okay, I realized after sending this message that I had missed that Paul was calculating the buffers for end-to-end flow control. Given that, neither the WAN PHY nor the LAN PHY would contain the buffers for that as that would be a MAC buffering issue.
I apologize for even thinking that someone might infer half duplex. J

Now I'm confused and my brain is starting to hurt. Why would the delay be dependent on the link length if we're only doing full duplex? I must be missing something in that calculation.
My understanding is that if 802.3 MAC was designed to have some form of pacing mechanism to guarantee a data rate of less than or equal to 9.58464 Gb/s for the WAN PHY, then the WAN PHY would only require enough buffering to compensate for the insertion of header information. If that's the case, then we'd only have to compensate for one row of an OC-192 frame (assuming that bytes will be received during the transmission of a header and stored until header transmission is complete, and the FIFO will be emptied before the next row) which would be equivalent to storing 640 bytes (17,280 byte-columns * (9.95328 Gbps - 9.58464 Gbps) / 9.95328 Gbps). Because the instantaneous drain rate (9.95328 Gb/s) is always greater than the average fill rate (9.58464 Gb/s), the FIFO only requires storing the transmission bytes during times it cannot transmit plus a few extra bytes for synchronization of control signals.
On the receive side, the FIFO only has to be able to store the maximum size frame in case the last byte of the frame doesn't occur until after the reception of the overhead. This FIFO could also be optimized, but that is implementation specific.

You are looking at the problem from the point of view of a MAC talking to a
PHY attached to an Optical network. I agree that about 1 packet time for
transmit and 1-2 for receive is required for this configuration.
The issue is what happens when a MAC delivers a 10 Gigbit data steam to a
10 Gigabit PHY which is attached to a link which eventually reaches an
Optical network. At the optical network a transform is performed to
continue the link. The device at the juncture must flow control the link to
slow the data rate to 9.584640. To do so it must have enough buffer to
cover 2*delay*bandwidth. Since this buffer depends on delay it has a direct
dependence on the link length (making the solution scale poorly). A
reasonable design point for wide area equipment is about 25 msec (typical
routers use 200 msec. which is where the design point needs to be for
general applications).
Doing the math on 25 msec gives us 2*25msec*400Mbps/8bpB = 2.5 Mbytes. If
we recalculate the buffer requirement based on the standard router design
point of 200msec we get 2*200msec*400Mbps/8bpB = 20 Mbytes.
