I vote for (2), 10 Gbps, as I mentioned my opinion many times in the past.
 
Not only we do not gain anything, we are creating an unnecessary burden,
"backward compatibility of data rate" to all NIC level. 
 
I believe no user will pay that price without any benefit.

OK, since others have included their reasons for supporting 9.58464 Gbps,
I'll include mine for supporting 10.0 Gbps. 

1) 9.58464 Gbps does NOT imply 9.58464 GBaud. If it does, it is
automatically excluding all 10 GbE PHY proposals except for Serial TDM. I
(MAS) have a bit of a problem with this and I'm sure that the WWDM and
Parallel Optics and mixed signaling folks would also. The Signaling rates of
MAS, WWDM, Parallel Opticcs and Mixed signaling proposals are all 5GBaud or
less. 


2) Based on (1) above, I see no validity in any cost arguments for selecting
the any one speed or PHY signaling scheme over another until we know a lot
more. I see no cost difference whatsoever in supporting either speed via
MAS, WWDM, Parallel Optics or mixed signaling methods. 


3) Even if a MAC/PLS rate of 9.58464 Gbps is accepted, the encoding is a
separate issue. If the committee endorsed 8B/10B at 9.58464 Gbps, the line
rate for Serial TDM would be 11.9808 GBaud. Is this acceptable for WAN
transport? As another example, there is nothing that says the Baud for a
MAC/PLS rate of 10 Gbps is going to be 12.5 GBaud.
