George, good catch. Comments have already been submitted. I will have to ask the commentors if the referenced the PDF page or the number displayed on the page. Ideally, we reference the PDF so that there is no confusion but if not we will have to adjust.

Subject: [802.3_4PPOE] Caution on 4PPOE draft comments
Just realized something that maybe some of you missed – the page numbers on the printed draft jump back to page 1 at the start of clause 25. This is going to make tracking comments to the pages more difficult for all of us, especially our comment editor. Strongly recommend you reference page numbers as they occur IN THE PDF, rather than on the page, and double check your clause references.
