[802.3_4PPOE] comment files, fixed draft

All the comments that have been received are noes posted out in the comment area of the site: As usual, Dave has provided two files: one in draft order and one by comment ID. It is your responsibility to check the files to ensure your comments were properly imported.

Additionally, it was pointed out that the draft starts the page numbering over in two spots (at page 22 and page 213). Lennart has provided a new version of the draft with the page number split so that the page displayed by the viewer matches the number printed on the page [D1p3_pagesplit is the ORIGINAL posted D1.3 but with the PDF pages modified so they are in sync with what is on paper. It’s split into three sections with pages numbers A1-A22, B1-178 and C1 to C27.]. The page split file has been tested to work with Acrobat under Windows, a PDF viewer under Linux and with Preview on the Mac. Mac Preview doesn't show the PDF page number by default. If you go View -> Customize Toolbar and then drag the "Page" icon to the toolbar, you will see the proper PDF page numbers.
