[BP] Info on Study Group on QoS and Flow Control

As promised, I'm following up with the group to provide information about the Study Group on QoS and Flow Control that I chaired several years ago. It was an 802 Executive Committee Study Group (ECSG) and not an 802.3 one. As I mentioned in the last meeting in Orlando, there has been some work done there and presentations given that can be of interest to the group, especially those looking into traffic management.
