Based on the initial
proposal and Steve's proposal, I came up with the following coefficients:
b1 = 1.8e-5
b2 = 1.3e-10
b3 = 3.98e-20
b4 = 1.4e-30
This takes advantage of
Steve's proposed curve in the lower frequency range, and keeps the loss where
Joel's initial proposal is. I will spend some time looking at real
channel data with these numbers, but this model addresses the general concerns
that have been expressed.

magnitude curve:

These allow skin effect to be
modeled correctly and are a better lower limit to a lot of channels that have
been presented.
