Without having much more information about this proposed work than what
is included in this mail, I am surprised to see no mention of the
implications on management. I am not sure what this paragraph exactly
means:

This change cannot be transparent for the management protocols. How is a
change of speed and mode reported? Is this done before the switching
time? If yes, the question is whether the proposed 1 msec time is enough
to send a fully formatted SNMP notification. 

Maybe those questions were already discussed. I will try to attend the
tutorial session to learn more. 

In general it is not clear to me in general how IEEE 802.3 intents to
continue the development of MIB support for Ethernet technology, now
that the Ethernet MIB development activity is being terminated in the
IETF, but this is probably a subject for a broader discussion.
