[EFM] PON link models



Larry Golob has been trying to send a copy of his optical link models to this
reflector, but has been stymied by the 250 KB size limit that we impose on
messages.  Thus, I have placed his models on our web site at:

http://www.ieee802.org/3/efm/public/jul01/index.html

There you will find a rather large zip file which you may download at
your leisure.

I'll leave it to Larry to explain the models in a separate message.
