2.  Revised Technical Proposal

The scheme from the previous telecon was reviewed and modified.  The
modified proposal is included in the Adhoc report slides attached.

3.  Adhoc Report

Please review the attached adhoc report and let me know if there are
suggested changes in the state diagrams or elsewhere.

It was quite challenging summarizing all discussion into a couple of
introductory slides, so the intent there is just to provide general
background.
