[802.3_MAINT] Change to IEEE 802.3 Maintenance Task Force meeting time

Contrary to the schedule announced during the IEEE 802.3 opening plenary, the Maintenance Task Force meeting will begin at 10 am PDT Wednesday 16th July. The meeting room is unchanged (Cortez Hill C, 3rd level).

The on-line schedule should eventually be updated to reflect this change.

The IEEE 802.3 Rules meeting will immediately follow Maintenance Task Force meeting (in the same room).
