[RE] Synchronized time formats

All,

Things seem to have died down after last week.
Seems like time to stimulate some discussions on
synchronized time formats...

I believe there are good reasons for using a time
format of binary seconds fractions-of-second.
You can think of this as a binary 64-bit fraction,
where the decimal point is in the middle.

This is reasonble to implement, easy to add/subtract,
eliminates the need for secondary time distribution,
and is consistent with several standards.

Is there any controversy with using this as a
working assumption on timer format?
