David,

I've looked at the revised code, and have just one remaining question.
You've now introduced a quantity siPtr->deviation, which is a frequency 
offset of the node and is applied to baseRate.
But, I had thought that baseRate was computed based on whatever the 
frequency of the node clock actually is, and that the comparison of these 
between nodes was being used for the rate adjustment.  Can you explain what 
siPtr->deviation is, and where the value comes from (it doesn't seem to be 
set anywhere).
