Bob-

I'm for a higher level of verbal interaction between folks proposing a
presentation and a "sponsoring member of the Exec". If someone in the
outside world can't get an 802 member to take up the cause of nursing him
through the system then it probably shouldn't be a tutorial.

In general I think it is a bad idea (invited talks are an exception of
course) for someone who is not a member of 802 to come and lecture us
during their first meeting of attendance. Once they have been here for a
meeting and seen the lay of the land they are (1) a member/observer of 802
and (2) hopefully no longer in the Clueless family.

My basic point in having the form available to the chair rather than the
presenter is that the chair will be guaranteed a higher level of knowledge
and therefore be better prepared to take responsibility for offering the
forum than if he justs signs off a form that someone else has filled out.

This is not the equivalent of a copy request form.
