[802SEC] Revised proposed P&P change on WG financial operations

All,

Attached is the proposed P&P change on WG financial operations that I
will move be approved at the Friday EC meeting.

The major changes since Monday are in Sections 6.2.1 Interim Session
Hosts, 6.2.2 Interim Session Fees and 6.2.3 Interim Session Financial
Reporting.  These sections have been made much more flexible in response
to the concerns that have been expressed in the Sunday evening rules
session and in the halls.
