All,

I suspect that in some number of situations that repeated calls for a
roll call vote are the result of ALL calls for roll call votes being
denied.  While it is true that one can use repeated calls to attempt to
slow or stall the activity of a group, I believe that there are quite
legitimate reasons for requesting an occasional roll call vote that has
nothing to so with an attempt to slow or stall group activity.

I see little utility is putting specific limits on the number of roll
call votes in the proposal, I don't think it will solve the basic issue.
 It is the total denial of requests for roll call votes that is the problem.
