Roger,

I received the following notification/solicitation to participate in the
802.20 Sponsor Ballot pool via myProject in my IEEE web account on
21-Nov-2007:

To: undisclosed-recipients:;
Cc: "C/LM/WG802.20 Chair" <a.greenspan@ieee.org>, "C/LM Chair"
<p.nikolich@ieee.org>, "C/LM Chair" <paul.nikolich@att.net>, "C Project
Staff Liaison" <m.kipness@ieee.org>
Subject: Invitation to Ballot, P802.20

***** SPONSOR BALLOT INVITATION *****
You have indicated an interest in balloting IEEE Standards documents.

IMPORTANT! To participate, you must have access to myProject through an IEEE
Web Account.

If you would like to participate in IEEE Standards Sponsor Ballot
P802.20
Title: Standard for Local and Metropolitan Area Networks - Standard Air
Interface for Mobile Broadband Wireless Access Systems Supporting Vehicular
Mobility - Physical and Media Access Control Layer Specification
you must enroll as a member of the ballot group by 7-Dec-2007, 11:59 p.m.
Eastern Time.

***** IEEE STANDARD DOCUMENT INFORMATION *****
The IEEE Computer Society Society/Standard for Local and Metropolitan Area
Networks - Standard Air Interface for Mobile Broadband Wireless Access
Systems Supporting Vehicular Mobility - Physical and Media Access Control
Layer Specification invites you to participate in the New Sponsor Ballot
for:
P802.20
Title: Standard for Local and Metropolitan Area Networks - Standard Air
Interface for Mobile Broadband Wireless Access Systems Supporting Vehicular
Mobility - Physical and Media Access Control Layer Specification
Scope: Specification of physical and medium access control layers of an air
interface for interoperable mobile broadband wireless access systems,
operating in licensed bands below 3.5 GHz, optimized for IP-data transport,
with peak data rates per user in excess of 1 Mbps. It supports various
vehicular mobility classes up to 250 Km/h in a MAN environment and targets
spectral efficiencies, sustained user data rates and numbers of active users
that are all significantly higher than achieved by existing mobile systems.
(See also Item 18)
Purpose: The purpose of this project is to enable worldwide deployment of
cost effective, spectrum efficient, ubiquitous, always-on and interoperable
multi-vendor mobile broadband wireless access networks. It will provide an
efficient packet based air interface optimized for IP. The standard will
address end user markets that include access to Internet, intranet, and
enterprise applications by mobile users as well as access to infotainment
services.

***** MESSAGE FROM THE WORKING GROUP CHAIR *****

Dear all potential voters,

The LMSC Executive Committee recommended per the below motion that the
Standards Boards implement a sponsor balloting method consistent with the
voting approach in use by the 802.20 Working Group. The SASB will issue the
details on the sponsor balloting method shortly.

MOTION
The Unconflicted Executive Committee of the 802 Committee recommends to the
Standards Board that the Sponsor Ballot method for 802.20 be changed to a
voting approach consistent with the current 802.20 voting method. Mover:
Arnie Greenspan Second: Mike Lynch
Non-conflicted 802 EC vote: 8 approve, 0 disapprove, 0 abstain

Regards,

--802.20 WG Chair

***** ENROLLMENT INSTRUCTIONS *****

Go directly to:

https://development.standards.ieee.org/my-site/open-ballot-invitations

Or, follow this process:

1. Log onto myProject; click the link for myBallot.
2. Click the link for myBallot Control Panel (if applicable); click the link
for "Show/Join Open Ballot Invitations":
https://development.standards.ieee.org/my-site/open-ballot-invitations
3. Scroll down until you find the open ballot group of interest to you; then
scroll over to the right margin and click "join" under the "Actions" column.

4. Select a classification category and click "OK" at the bottom of the
screen. You will receive an on-screen confirmation that you successfully
joined the group.

If you are not an IEEE SA Member, you can either enroll in a single ballot
by paying a per-ballot fee or you can join the IEEE SA by choosing an option
link below. Joining the IEEE SA entitles you to participate in as many
sponsor ballots as you like for the year.

OPTION 1 - I am already an IEEE Member and I want to add Standards
Association Membership. Go to:
https://myieeemembership.ieee.org/renewal/RenewalLogin
OPTION 2 - I am not an IEEE Member but would like to enroll in both IEEE and
IEEE Standards Association. Go to: https://webapps2.ieee.org/member/Member
OPTION 3 - I am not interested in becoming an IEEE Member, however I would
like to enroll as a Standards Association Member only. Go to:
http://standards.ieee.org/sa-mem/join.html

============================================
OBLIGATIONS AND RESPONSIBILITIES OF BALLOTERS
============================================
Balloting group members are selected to vote on the acceptability of a new
or revised standard, or on the reaffirmation of a published standard
submitted by the Sponsor; based on interest in and commitment to reviewing
and voting on a specific existing or proposed standard.

Once the document is ready to be balloted, you will receive notification via
email. You will typically have 30 days to review the document and return the
ballot with your vote. By agreeing to participate in this ballot you have an
*obligation* to respond. Failure to return a completed ballot may disqualify
you from participating in future ballots.

While I have questions as to the perhaps too quick initiation of this
Sponsor Ballot Pool solicitation given that the matter of the specific type
of 802.20 Sponsor Ballot (individual, entity, or some other as yet defined
method) has yet to be determined by the IEEE-SA, per the EC's request, and
this solicitation may be either premature or superfluous, my question is
really on another aspect of the solicitation. Specifically, I note that the
solicitation has only a 17 day duration (Nov 21 through Dec 7) for response.
In the past you have always enforced a 30 day Sponsor Ballot Pool
solicitation/formation period and that has caused us timing problems on some
occasions, creating delays in our initiation of Sponsor Ballot. My question
is: what is the rule for the minimum Sponsor Ballot Pool
solicitation/formation period?
