Steve,

I would in clued abstentions I believe that is consistent with the SA OM where for sponsor ballot the threshold is 75% but the rule is phrased as:

"For a standards ballot to be effective, at least 75% of the ballots shall be returned." (SA OM 5.4.3.1)
