I'm not answering for Geoff on whether the topic would fit in the Emergency Services EC Study Group but I want to make sure you are aware that IEEE 802.1 is already working on a timing and synchronization service which could be used for time-distribution. The work is based on IEEE 1588 time sync standards. The draft for that already includes MAC-specific details for 802.11 as well as 802.3 Full-Duplex and EPON. It is currently at Working Group ballot.

In my opinion, any work in 802 on time-distribution should be based on that service adding MAC or PHY specific details for the other 802 MACs and PHYs. There are also security standards in 802.1 which may be relevant to securing the time distribution: 802.1X, 802.1AE and 802.1AR. Both .1X-REV and 802.1AR are in Sponsor Ballot.
