With "WPAN Working Group"
This phrase is confusing to me:
Mr. Zhao, ZhenFeng, Vinno Technologies, Dr. Tian, Yafei, Beihung University, Dr Zhang, Liang, Vinno Technologies and Dr. Liu, Pei, HiSilicon
The comma between first and last names make it unclear to me which is the first name and the last name.
For the 'about XXX' sections, I suppose that each section title should be bolded, and you need a line break before IEEE.....

this is notice that, to ensure these releases are provided in a timely
manner, this ballot may close early once sufficient responses are received
