[802SEC] Minutes from Teleconference on WG P&P Revision for Friday 11/13 @ 12 noon Eastern Time



Dear All,

Here are my notes from the teleconference today.  Let me know if you see errors or omissions.

Agenda:

1.       Vote counts for WG motions brought to EC                       Sherman

Notes:

Agenda Item 1:

The following text was brought forward for subclause 3.1.2 of the LMSC OM:

“Votes brought to the EC on behalf of a WG or TAG shall include vote counts for the approval votes to bring the matter forward to the EC.”

There was general discussions about this, and allow how best to document approved motions with long term effects and the Chair's Guide.  It was generally supported that the Chair's Guide should maybe be renamed and used to document motions with ongoing impact.   After further discussion consensus seemed to exist for the following alternate text in 3.1.2:

"All EC approvals on motions to progress or establish a project or study group require explicit vote counts (Yes/No/Abstain) to be reported by the originating subgroup."

Mat will add this to the next draft of the change for the WG P&P.


Agenda Item 2:

There was no significant discussion on this topic and no further action is planned.

Agenda Item 3:

Roger Marks presented EC document 09-0004.  After considerable discussion there appeared to be consensus around the following text to be added in Clause 13 of the LMSC OM:

"Submittals may be forwarded to RevCom without Sponsor Approval or Conditional Approval in order to meet the submittal requirements for the next RevCom meeting, provided that the Sponsor Chair first notifies the Sponsor email reflector that, in the Chair’s view based on the complete RevCom package, there is a reasonable expectation that the submittal will be approved by the Sponsor before the RevCom meeting. If it become apparent that approval will not be completed, the submittal shall be withdrawn from the RevCom agenda as early as possible.  

Note:  Withdrawal of an agenda item is a significant discourtesy to the volunteer members of RevCom."


That concluded the teleconference which was adjourned.

Mat plans to make an updated set of documents available on the EC file server before the Sunday P&P review.  Further discussion of the WG P&P revision is planned at that meeting.
