I agree with Tony's comments, plus I find a fair amount of sloppy text in the document.  A partial attempt to address plus additional comments is in the attached.

Dear Bruce -

I feel the wording of the motion is unfortunate, as it poses a question
rather than giving a clear statement of an action that the EC is to take.
Hence, it isn't clear to me what outcome I would be voting for if I vote
"Approve" - would I be approving asking the question (in which case, there
would presumably be a second motion to approve submission of the document),
or would I be approving submission as is? Who are we going to submit the SLA
to (the motion doesn't state this)? Also, the use of "should" makes the
question itself ambiguous - would we be approving something that is
virtuous, or something that we actually plan to do? There are plenty of
things that we all "should" do, but we don't do all of them.

Consequently, without regard to the content of the document, I must vote
"Disapprove" until such a time as the motion is re-worded in a form that
defines a clear outcome, for example:

"EC approves submission of the SLA document to the IEEE-SA as a formal
agreement regarding computer services provided by IEEE-SA to IEEE 802."

Having said that, I am generally in support of establishing an SLA, but
there are a number of problems with the document as it stands, as indicated
in the attached markup.
