Same answer from me. If the group does not intend to include the scope, then there is no need to fix it in the PAR.

Unfortunately, there is no way to indicate this in the PAR form. It would be nice if you could mark them as not to be included in the draft.

It wouldn't hurt to make the suggested changes either.

The scope uses text that speaks of the future, yet the scope will go into
the finished standard and so should be written as past tense. Accordingly, I
suggest the following changes:

Change "is envisioned to support" to be "has been added to support"

Change "It is expected that this amendment will result in the definition of
a new device (a Port Extender) and optional augmentation ..." to be "This
amendment has defined a new device, a Port Extender, and optional
augmentation ..."
