I am going to vote DISAPPROVE for the time being.
I believe that the press release will tend to be self-defeating is it is overly acronymy and jargony.
Because of that, it will get a much narrower uptake in the press than it would with a little work.

Specifically, I believe that the work could be limited to the lead-in text:
"The IEEE 802.3bg standard, ratified March 31, 2011, enables carriers to deploy equipment that supports 40 Gb/s Ethernet that could also be configurable to interoperate with installed OC-768, OTU3, STM-256 or 40G POS based equipment. The new standardized interface, called 40GBASE-FR, supports transmission up to 2km of single-mode fiber and its serial transmission optimizes optical compatibility with the installed base of carrier 40Gb/s interfaces.

The [put in an adjective here*] carrier community is very keen to adopt Ethernet technologies but...

* so that editors and readers know which carrier community (pigeon, freight forwarding, telcom, optical data, ....) is being referred to.

I believe that the 1st sentence needs to be rearranged and broken up something like:
"The IEEE 802.3bg standard, ratified March 31, 2011, enables carriers to deploy equipment that supports 40 Gb/s Ethernet and optimizes optical compatibility with the installed base of carrier 40Gb/s interfaces.  The new standardized interface, called 40GBASE-FR, supports transmission up to 2km of single-mode fiber and can be configurable to interoperate with installed base of equipment conforming to [whose? ITU?] OC-768, OTU3, STM-256 or 40G POS optical carrier standards."

I don't have any particular attachment to my particular edits but I think this area needs a little work

Early close: As required in subclause 4.1.2.2 'Electronic Balloting' of the IEEE project 802 LAN/MAN Standards Committee (LMSC) Operations Manual, this is notice that, to ensure the release is provided in a timely manner, this ballot may close early once sufficient responses are received to clearly decide a matter.
