Hi Jon, Mike, 

It may make sense to discuss these issues during the meeting on Sunday before we re-activate the Tuesday meetings. The Tuesday evening sessions were supposed to be joint sessions between 802.11, .19 and .22, with rotating responsibilities as to who sets up the agenda and what gets done.    

Perhaps during the Sunday meeting, we should figure out if there is a need to re-activate these joint sessions, starting from the July meeting. If so, what will be the aim of the joint sessions, what do we plan to achieve and what are the ground rules for conduct during the joint sessions. 

Other than that, I believe that we all (802.11/ 802.19 / 802.22) have presentations that provide overview of various IEEE 802 technologies, what are the applications, how it applies to TVWS and how it may be deployed. We can easily provide pointers to these presentations for those who are interested in understanding more.

The purpose is not to work on PARs but to achieve some level of understanding amongst all those interested in White Space communications as to what the activities in the various WGs are meant to achieve. Could it come up with something that 802.18 needs to take forward either to the US FCC, the ITU-R or elsewhere? Yes, that is a possibility. 

What has been the result of the 802.11 hosted sessions? Is there an understanding amongst all the wireless groups about what the others are doing? Is there a common view on spectrum usage? Corridor conversations that I have at our meetings suggest that the latter isn't the case. Are there regulatory challenges - real or perceived - regarding the use of White Space spectrum in any administration? Some discussions that I have had deal with using 54 - 72 and 76 - 88 MHz (channels 2 - 6 in the US raster), is that spectrum truly widely available and if not then what are the challenges? Are there services other than broadcast that will need to be protected? Those could be adjacent or co-channel.

802.18 is not looking to duplicate any work that 802.11/15/22 have done and PARs are not something that 802.18 wishes to deal with again. Is there material from those joint sessions dealing with spectrum usage and the protection of non-broadcast services? It is presumed that any 802 technology using the White Spaces will comply with the administration's rules protecting the broadcast service. What about in band coexistence of 802 technologies? If so then where are the results and are they readily available to any and all 802 groups wanting to develop technologies for the White Spaces? If these joint sessions have developed this knowledge then it could be shared in the meeting that 802.18 is proposing to host.

Mike,
   That is exactly why I thought that the Joint 802 sessions would be such a good Idea.
What I was pointing out is that 802.11/.22/.15 have a joint session on the agenda (at least on the 802.11 agenda) for the last 5 sessions (plenaries and interims).  it is always on Tuesday from 7:30-9:30.  it was originally setup to work-out the PAR language that the WGs were concerned with, and was to be an ongoing opportunity to keep the three WG working together and understanding what each was doing.

 So I am not sure what is different of the "802 brain trust" from having the joint session in Palm Springs?

I think that with all of the items ongoing in Geneva, with regulators, etc., 
we need to gather the 802 brain trust and at least as a first step 
understand what everyone in 802 is doing. This will also provide an 
opportunity for other participants (ETRI comes to mind) to make clear what 
they see as White Space applications in areas such as Smart Grid.

If you were to ask a non-802.11 participant what 802.11 is doing in regard 
to the White Space concept you would have multiple answers based on 
perceptions (or misperceptions) of what is being developed. I think that 
applies to all of the WGs. This isn't to say that 802 needs to develop a 
common approach but it may help to make certain that what is developed is 
viable.

  There has an attempt to hold a White Space interested joint meeting 
Tuesday evening 7:30-9:30.
The 802.11WG has consistently reserved a room for this topic with the idea 
of joint sharing.
Some of our sessions this has not been taken advantage of, but maybe the 
leaders of the White Space groups would consider it.

I think that we are all aware that there are a number of activities within
802 relating to White Space communications. It has been suggested that it
would be useful if 802.18 hosted a session in Palm Springs where each WG
active in the White Space arena could provide a brief update/description of
their current activities. The goal would be to make certain that everyone
working in this area has a clear and accurate view of what others are doing.

I propose that we discuss this at the Sunday wireless leadership meeting. It
may be best to do this early in the week such as either Monday afternoon or
Tuesday morning.
