[802SEC] Tutorial notices: a) ALOHA to the Web by Norm Abramson-tutorial approved, b) open tutorials c) reminder to vote on netFPGA tutorial

All,

a) There were no objections to the ALOHA to the Web/Abramson tutorial, 
therefore I approve it for July.  Buzz, let's put it in the early slot.

b) Last March we decided to open tutorials to all individuals (i.e., allow 
people that are not registered for the 802 plenary session to attend 
tutorials).  I recommend we continue that approach going forward, hence I 
recommend the July tutorials are open to all individuals.

c) Please remember to cast a ballot on the netFPGA EC email ballot.
