[802SEC] CFI-only registration fee

I was given the action item to email the EC reflector regarding the CFI-only registration fee that was discussed at the closing EC meeting in July.

A Study Group is formed in IEEE 802.3 when enough interest has been identified for a particular area of study within the scope of the Working Group. This is determined through an IEEE 802.3 Call for Interest. This can be made at the IEEE 802.3 Working Group opening plenary by any member. A Call for Interest has to be announced at least 30 days in advance of the start of the IEEE 802.3 plenary. 

The Call for Interest itself takes place during the IEEE 802.3 Opening Plenary on the Monday afternoon of the plenary week. A Call for Interest consensus meeting usually occurs during the week. These can vary in duration from an hour to a whole day, but in the vast majority of cases are one to two hours long.  The CFI consensus meetings have traditionally been on Tuesday evening, although a light work scheduled allowed for a CFI consensus meeting Tuesday afternoon at the July 2011 Plenary. The vote to determine if a Study Group will be formed takes place at the IEEE 802.3 Closing Plenary on the Thursday afternoon of the plenary week.

While the Call for Interest occurs in IEEE 802.3 meeting, it is an opportunity to bring new work, and therefore new participants, into IEEE 802. It is therefore believed that charging an individual $800 to attend a 1.5 hour Call for Interest consensus meeting (if this is the only meeting they wish to attend) is not the best way to achieve this.

It was therefore suggested that a reduced meeting fee should be charged that would only allow attendance at the IEEE 802.3 Call for Interest consensus meeting. We suggest that at a minimum the fee should be sufficient to cover the costs of administration as well as a contribution towards other meeting costs.

We further suggest that the badge be printed in a distinctive background colour - blue for example - since colour printing is already used for the voting tokens portion of badges. This will ensure that such an attendee is clearly identifiable and is similar to what is found at many conferences where different badges signify the payment of different fees and allow different levels of access.
