[802SEC] PAR and 5C for Key Management Recommeded Practice

All-
In compliance with the 30 day rule, 802.15 is submitting the attached draft PAR and 5C for consideration and approval at the November Plenary in Atlanta.
This draft PAR is for a Recommended Practice which defines a transport mechanism interface for key management protocols (KMPs) and guidelines for the use of some existing KMPs with IEEE 802.15 standards. This Recommended Practice does not create a new KMP.
