[802SEC] IEEE P802.3bk draft PAR and 5 Criteria - Extended Ethernet Passive Optical Networks

In support of subclause 12.2 'LMSC Approval' of the LMSC Operations Manual please find below the required information in respect to the IEEE P802.3bk Physical Layer Specifications and Management Parameters for Extended Ethernet Passive Optical Networks PAR for consideration at the March 2012 plenary.

[2] Explanatory technical background material:

The project is needed to enable broadband service providers to utilize Ethernet Passive Optical Networks (EPON) at longer reach, higher split ratios or both for more cost-effective scaling. The project will allow for the expansion of the EPON service area and reduced cost per subscriber. Additional benefits include reduction of the footprint and power consumption of central office equipment, as well as minimization of service upgrade and fibre deployment costs, while increasing customer density per central office and allowing central office consolidation

[3] Work plan for the development of managed object definitions:

The project will include a protocol independent specification of managed objects with SNMP management capability to be provided in the future by an amendment to IEEE Std 802.3.1-2011 Ethernet MIBs.

[4] Status of the development of the PAR:

The PAR and 5C were approved by the IEEE 802.3 Working Group at the November 2011 Plenary. Since the submission deadline for the March NesCom meeting (17th February) occurs prior to the date of the March IEEE 802 EC meeting, I will pre-submit this draft PAR to NesCom on the understanding that:

[a] Any changes to the draft PAR text resulting from the Plenary will be promptly communicated to the NesCom Administrator.
[b] Should the IEEE 802 Executive Committee not approve the submission, it will be removed from the NesCom agenda.
