Hi Pat,

The term "should be available" was a much discussed topic/compromise. We can clarify in a future contribution.

802.18 intentionally only considered Questions 1 and 2. Yes, we will need input from 802.3. One possible concept is a 
"snap shot" of what technologies 802 has that can (or do) play a role in Smart Grid management. That could be a 2012 or early 2013 snapshot. WP1A will meet in June of this year and probably again in May or June of next year. It is reasonable to expect that there will be correspondence, either formal reflectors or simply between participants, between meetings. We do not have to wait until just prior to their next physical meeting to make a contribution. 

What does not help up is that there will be no IEEE representation at this year's meeting. I've pretty much spent my pro bono budget by attending the Radiocommunication Assembly in January to help make certain that this question didn't get moved into the IMT Working Party. I thought that I had ITU-R funding for this year but it was withdrawn. The best that I will be able to do is contact "friends" within WP1A and see if they can make certain that our contribution is properly considered.

Though I voted approve because this is perhaps less important than getting the contribution out with the pointer to the capabilities matrix, I find the intent of the last sentence of the introduction to be ambiguous:
"IEEE 802 believes that sufficient licensed and license-exempt spectrum should be available for Power Grid Management Systems."

I can read "should be available" as meaning that the enough spectrum is already available or as that spectrum should be made available but isn't currently. 

I also notice that question 3  in Question 236/1 applies to wired as well as wireless (though this response doesn't). Do we need to get some 802.18 participation from 802.3 in the future when questions involve wired?

At this week's wireless interim a first contribution to ITU-R WP1A dealing with Question ITU-R 236/1 (the question is available as 18-12-0025 on Mentor) titled "COMMENTS ON WIRELESS DATA TRANSMISSION TECHNOLOGIES USED FOR POWER GRID MANAGEMENT SYSTEMS", is available on the IEEE 802.18 Mentor web site as 18-12-0041-09. The final vote on May 17th  was 2/0/0. This is the same text as a group representing 802's wireless WGs collaborated on writing and completed that task on May 16th.

ITU-R WP1A's title is "Spectrum Engineering Techniques". In Question ITU-R 236/1 WP1A has been given been given several tasks which include to study the technical and operating features and characteristics of devices used in Smart Grid management. It is also to consider what frequency bands and spectrum requirements needed for wireless Smart Grid management. It is anticipate that document 18-12-0041-09 is the first in a series of contributions describing 802 technologies applicable to Smart Grid management.

Paul has authorized me to conduct a ten day EC mail ballot to approve document 18-12-0041-0, titled "COMMENTS ON WIRELESS DATA TRANSMISSION TECHNOLOGIES USED FOR POWER GRID MANAGEMENT SYSTEMS".
Motion of a 10 day ballot:

Close of ballot: 28 May

As per the current P&P the ballot will close earlier if it becomes apparent that the question has been determined.
