[802SEC] PAR P802.16.3 for consideration at July 802 Plenary (repeat)

The 802.16 WG's Metrology Study Group has drafted a PAR (P802.16.3) for consideration at the July 802 Plenary:

By the way, the Study Group will continue to investigate other possible projects when it meets in July.
