Yes - that is how the email addresses would be encoded, exactly like Paul's is currently done on the bottom of the EC page and like the /17 page you noted.

I would support this only if the email addresses are encoded in such a
way as to be not easily captured by web crawlers. See, for example, the
email links at the bottom of http://www.ieee802.org/17/, which are human
readable and clickable, but not trivially capturable by a web crawler.
