[802SEC] 15.4k met conditions to start Sponsor ballot

In November, the EC granted conditional approval for15.4k to start sponsor
ballot. Those conditions have been met.
The final Letter Ballot results were: 109 members (75%) responded, with 104
(99%) affirmative, 1 negative and 4 (4%) abstained. Four comments were
received. 2 repeats from the one remaining no voter. The other 2 were on
unchanged portions of the draft and were rejected. There were no changes
made to the draft. The comment resolutions can be found in doc
15-12-0490-15.
